Add amendment counts on legend #183

Partial implementation of a fix to #179

Depending on the width we have, maybe we could put those figures without parentheses as directly in the legend, and add in the tooltip the stats of adoption/rejection per groupe. We could also add that at the end of each section

I didn't add the totals next to legend labels because it would have been to complex (available space depending on label contents AND number of labels...)
