[ ] only when "dup" field found in at least two amendments of the page, add ordering option to menu (handles cases of backend data not regenerated and steps without duplicates)
[ ] 1st-level ordering should be by dup field from the biggedt group to unique single amendments
[ ] 2nd-level ordering within groups should be by group or number (rather group for visual rendering?)
[ ] display each grouping and single amendments separately using square spaces
can be quickly complex, painful cases being for instance:
one line = 20 amendments
step = 50 amendments
groups = (2, 1, 1, [...], 1)
originally it fits in 3 lines, with proper spacing we would need 9
so maybe using full squares as separation is too strong, i don't have many ideas here...
