Do cache invalidation so the users always have the latest data #241

Right now, when dossiers.csv is updated, if the user has an old one cached in his browser, it's not gonna fetch the new one. Same for the dossiers_XX.json, procedure.json, ...

EDIT: There's some cache invalidation, for now we use the current day

In fact, there is cache invalidation, and it's already sufficient like that
