Do not mark articles as removed when one assembly rejects a version #61

Look at the fourth column (Senat comission) of: pjl12-734

The Senat rejected the text, hence it appears as all removed (and all added in the next column). Ideally, the text for this round should be the same as the text for the previous one. Arguably, this should be fixed in the database rather than in the visualisation.

This is handled on the data side already and the text from the previous step is indeed taken when the rejection does actually that (renvoi en commission for instance), maybe a few adjustments could still be improved for instance when the CMP rejects the text, but we would need a list of all special such procedure cases and propose/debate which tretment to give to each.

Now handled in a better way showing explicitly with a pale red column the failed steps (with a specific handling case for the renvois en commission) see for instance pjl12-688 to see all cases
