Sam/fix c02 project locations

Description

Changed the lat-lon locations to be formatted as lon/lat so they play nice with mapbox. This is a temporary patch fix for a larger refactor in the future.

Just documenting this, we should always use lon/lat since that is what's documented in the geojson spec, sorry for getting that reversed @S4mmyb !

The first two elements are longitude and latitude
