Permissions for project tab in ecocredits dashboard

Within the ecocredits dashboard, the project tab should include the following:

• Credit Class Issuers should see the "create project" button
• Project Administrators should see the projects they are an administrator for

Exactly, the permissions are not quite to the spec above (which @S4mmyb provided).

Re-activating this. The Projects tab is visible to everyone. It should only be visible to credit class issuers and admins for existing projects. Correct, @S4mmyb ?
