Puerto Rico should not show up as both a country and a state for example and Antartica is not a country.

From Aaron: Just to document a bit of the discussion we had here, this is a bit of a touchy issue potentially. there are other territories such as Puerto Rico and Martinique which have top level ISO codes as well as sub-national codes for their respective countries (i.e. US & PR). this isn’t so controversial and maybe we should exclude Antartica, Puerto Rico, Martinique, etc. from the country list

However it’s touchy in cases of disputed territories like Kosovo which has XK as well as RS-KM

We should probably avoid being politically opinionated on most of these issues where there are gray areas

Although allowing both XK and RS-KM could result in data problems when we later want to do analytics
