Create admin interface for adding a project #173

As an admin I'd like to add a project to the database: 1) Project developer, land steward and land owner entities 2) Project registration documents

3) Create a project (if not available yet) with the submitted project name and assign these files to it ; said differently these files should be held as part of the project registration documents associated with a given project. Note, we should be able to change the project name with no impact on the data structure.

4) Provide permissioned access to these files to external project stakeholders - specifically Monitors and Verifiers initially. These files will not be publicly available on the project page. The interface for these will be developed later on.
