Implement "How to Design a Methodology" page

@haveanicedavid I've hidden the "submit a methodology" pinned button on the bottom on the desktop version, but please implement it. You can unhide it in the left layers panel under "bottom actions" or ask for my help with that anytime, but it will look exactly the same as similar pinned bottom menus elsewhere in the site.

Note: I still need add a few links, and add the FAQ data for each section, but the aesthetics for the main page are ready for review

I believe the only link not filled in is for "View our list of accepted programs"

I'm also realizing that the steps cards could use a bit more padding on the sides on desktop because otherwise the character count per line is too much and the legibility decreases. This should be a global change to the main component, and only on desktop: https://monosnap.com/file/fh2t0x7hb20kzTaBBrgD1jI5oI1kVi

For the "Methodology Review Process" card under "Resources", that will soon become unnecessary because we will be making a whole page to explain it: https://www.figma.com/file/gjzpyRejsqL4Q9rYu8i7Vl/How-To-Create-a-Methodology-Credit-Class-Pages?node-id=228%3A7042. For now I guess it should link to this page: https://docs.google.com/document/d/12YzGNI-kQwT82keMR9mr7BdisLUpNN9O6H4H_dMlox4/edit, and same with the section below, but once we have that page I think we should hide the card and then link to the new page from the big "see the review process" button.

Do you need me to save out the flow chart as a pdf and compress it for you?

Under "methodology template" replace the lorem ipsum with: "The intent of this framework is to provide a general structure for the development of new methodologies."

Also, can you make the height of the image the same as it is on the land steward and buyers page, so it is consistent?
