Patch for case insensitivity of channels and users

What steps will reproduce the problem?
1. Join a channel named #INTP
2. Some user sends a message to #intp
3.

What is the expected output?
Normal onPrivMsg call

What do you see instead?
Unknown user/channel

What version of silvertrout are you using? On what operating system? What
is included in the configuration file?
Latest from master

Please provide any additional information below.
