Add new .meta class sans skin #147

Need to separate the skin from the structure. Currently, the example found on the new single full story template is structure and skin mixed.

Changed .meta class name to .tools.

Add example to index.html template.

Currently leaving the .tools CSS with its skin. I'll circle back around later and do the button class thing. I currently don't have a need for more buttons so there's no pressure to do button classes.
