Remove Eugene/Springfield polic all map links and add a link to the combined map #163

Remove these links (found in "News" dropdown):

<li><a href="http://projects.registerguard.com/police/eugene/">Eugene police call log</a></li>
<li><a href="http://projects.registerguard.com/police/springfield/">Springfield Extra police log</a></li>

... and replace with:

<li><a href="http://projects.registerguard.com/police/eugene-springfield/">Eugene &amp; Springfield police call log</a></li>

Holding off on this change as there are good reasons to keep both maps for the time being.
