Sections with streamers #33

Move bd_content inside the <section> and put streamer above. Use bd_content forborder-top`? The problem is that when the streamer is there, we're lacking borders.

Solved by adding wrapping <div id="loc">...</div> around the .streamer's <hgroup>.

I may re-visit this thinking later, but for now it's good.
