WHMCS localAPI allows creation of TLDs directly into system without manual labor. It could be used to populate most of .br TLDs (https://registro.br/dominio/categorias/), notably those without documentation requirements prior to registration.

It seems this is required to fix #80 . Moved to 8.0 milestone.
