If I follow the instructions to replace the notification system with Dunst, then it looks like Dunst is not started up automatically.
To fix this, I ended up setting i3-wm.program.1: /usr/bin/dunst in my ~/.config/regolith/Xresources
i3-wm.program.1: /usr/bin/dunst
~/.config/regolith/Xresources
