Migrating to CircleCI 2.0 #160

Not sure how important CircleCI is to this repo. That said, it appears the config here is for CircleCI 1.0, which has passed its EOL. Assuming it is still useful, would be good to migrate to CircleCI 2.0. If CircleCI is not really useful here, maybe it's worth disabling it and dropping the config. Leaving it up to people who know more here. :)
