Moved common code to a separate file #65

Moved common code in update_cumulative_es_rules.py and update_monthly_es_rules.py to a separate file.

@mfebrizio I did this following your suggestion. Does it look good?

Thanks @mfebrizio . Restructuring in that way is a great idea. I'll implement it in the next revision.
