Added a config file to configure the multiplier applied to each blendshape.
Tests
Validated with UT and then tried to launch it for first time on PICO Connect (the default file was generated), and after that I set a property with <1.0 scaling, and another with >1.0 scaling; the avatar behaved as expected.
