apt improvements and layer size #4

This improves build time by grouping the apt dependencies together, and container size by removing apt-cache files after installation. Total reduction in size is 70.2MB. Build time is reduced by ~3 minutes.

Snuck in a wee bump of AppEngine SDK to 1.9.25
