Internal links do not render correctly in some browsers #101

What steps will reproduce the problem?
1. The following wiki syntax : For more information about plug-in see here 
[[#Plug-in management]].

What is the expected output? What do you see instead?
Is converted to : information about plug-in see here <a 
href="#Plug-in_management" title="" /> with the default wiki model. This is 
rendered incorrectly when seen in Firefox 12.0, as if the anchor was never 
closed. Suggested output : <a href="#Plug-in_management" title="" ></a> or 
better still: <a href="#Plug-in_management" title="Plug-in_management" 
>Plug-in_management</a>

What version of the product are you using? On what operating system?
Firefox 12.0 with Windows XP SP3, bliki 3.0.18 is being used.

Please provide any additional information below.
