Slashes in titles should be escaped (?) #158

I just posted a bug to Wikimedia

reporting that links generated within Wikipedia contains unescaped slashes. 
Apparently, a few years ago doing things properly was creating problems with 
ASF's httpd server.

Encoder.encodeTitleToUrl() does not escape slashes, either. I think that it 
should—certainly it should by RFC. I was wondering if there is any specific 
reason why it doesn't (maybe just that Wikimedia's software doesn't either?).
