missing #titleparts template function implementation

What steps will reproduce the problem?
{{#titleparts: pagename | number of segments to return | first segment to 
return }}

What is the expected output? What do you see instead?
"This function separates a pagetitle into segments based on slashes, then 
returns some of those segments as output."

What version of the product are you using? On what operating system?
3.0.18-SNAPSHOT

I started a quick and dirty #titleparts implementation with r4319.
If you coudl check and improve it please if it works for your rendering needs.
