Adds a new observability option that allows the creation of:

A hard + Soft alarm on both Lambdas
A throttle and S3 delivery alarm on both Firehoses
A dashboard to monitor Lambdas, S3, Firehose, CloudFront and Show Log Insights for the Lambdas
