[HELP] Third party plugin crash

I am able to compile a third party plugin for metamod-r using Visual Basics 2015. The plugin runs fine when testing locally (ReHLDS, ReGameDLL and metamod-r) on Windows 10. I am also able to run this on a remote desktop with Windows 2012 R2. However when attempting to run under Windows 2008 R2, HLDS crashes soon after launch several times until it finally successfully starts. Sometimes it crashes once or twice then loads, sometimes it has crashes up to 30 times. I am unsure how to determine the cause of the crashes. Would anyone be able to help me? Thanks

ReHLDS 3.4.0.640-dev, ReGameDLL 5.7.0.298-dev and Metamod 1.3.0.119 No additional metamod plugins running with the excepting of the third party that causes the crash. If plugin is removed from plugins.ini, server starts up every time without issues.
