allow for filtering in project forecasts summary

Also for that page, @nickreich suggested we add a season filter, which would help performance as we collect more data.

Merged #262 [Add a date picker/slider to the project forecasts summary #262] into here b/c it's just another kind of forecast filtering:

For projects with many forecasts, such as the CDC Retrospective Forecasts (see attached), the forecast summary page's heatmap shows too many forecasts at once. We should add a date picker/slider that let's the user constrain what's being shown so that the individual cells are usable.
