Re-opening with new direction: Re-write https://github.com/reichlab/Covid-19-Hub-Vizualization and https://github.com/reichlab/nuxt-forecast-viz functionality to work within Zoltar, with an eye towards creating something that's more generally useful outside of Zoltar (see Notes on Zoltar viz integration for more.)

Production is updated so I'm (finally!) going to close this. I'm sure there will be tweaks...
