plot title shows task ID value and not key #26

This is in reference to the Forecasts of <variable> in <task ID vals> as of <selected as_of> line in the plotly layout title text. The <task ID vals> incorrectly shows the value (e.g., "01") instead of the key (e.g., "Alabama") - see the screenshot.

I believe this was closed by the zoltar issue [figure title doesn't match drop-down selector for unit #374].
