Setting a good foundation for our upcoming changes and site previews by ensuring that we're on newer versions of the Ruby gems used for the Reichlab site.
I also bumped our Ruby version from 3.0 to 3.3, since 3.0 goes out of support at the end of this month.
I was able to build this version of the site using a local version of Ruby 3.3.

This was an experimental PR to see if submitting a PR from the fork's source branch (instead of a feature branch) would impact GitHub action behavior, but it didn't, so closing this one too.
