Adds appraisals for Rails 7.0

@reidmorrison it seems I have to set the values in the GH action to string literals because it is parsing then version numbers for the new matrix entries incorrectly. Much to my dismay my laptop hard a hardware failure and I don't have access to a workstation at this moment to submit a fix. I'll see if I can get one out soon.
