This commit changes all references to "ltc", "llvm-to-cairo", or "LLVM to Cairo" to instead refer to the new name.

I've done my best with searches both manually and with rg, but please check through things to ensure there are no further references to "ltc", "llvm-to-cairo", or "LLVM to Cairo" in the codebase except where it makes sense (in the title).
