Omp coefs refactor #362

Changes:

OMP coefficient code refactored and better tested.
OMP coefficient computation does not do a weighted dot product anymore. This can be re-implemented more carefully (with better unit testing) if we find evidence that OMP results still need it.
Script duplications removed (#343).
Slightly faster import (#354).
Windows continuous integration testing added (#314).
