Add encoding support to the Windows Media Foundation (WMF) components #638

This is a request to add encoding support to the WMF components that implement 
decoding support for WebM.

The benefits of this change would be to facilitate the development of windows 
applications that use WebM, without requiring developers to include libvpx in 
their code base.
