Description

Sets up monorepo:

Use yarn because the workspace support is slightly better
Use lerna to execute commands in all packages
Use eslint and prettier for linting/formatting
Use husky/lint-staged for precommit hooks

Didn't set up the actual API or UI because I'm not familiar yet with how to set up a react app with typescript, and we need to discuss more our backend stack
