Mirror Region only shows content from primary monitor #74

What steps will reproduce the problem?
With multiple monitors connected to a computer, move the mirror region onto a 
non-primary monitor (partially or fully). My setup involves the primary monitor 
on the left, with a secondary monitor (same resolution) to the right.

What is the expected output? What do you see instead?
Using a 1280x720 device (normal_xhdpi landscape), device shows proper mirror 
when on primary monitor. However, when mirror region is moved onto secondary 
monitor, device only shows right most 720 pixels of the primary monitor (with 
the correct vertical offset), rather than any content on the secondary monitor.

Please provide any additional information below.

Thanks! I'll take a look next time I get access to a multi-screen Windows 
environment. If you happen to figure out a solution in the meantime, feel free 
to submit a patch.

From the other report:
"Using macbook pro 15" with a secondary 30" Dell monitor placed on the right 
(Google standard issue). Phone is a Motorola Atrix with 540x960px resolution, 
so the mac's screen content is not enough to fill the phone's screen (the mac's 
screen is 900px high). My only option to work properly on this phone would be 
to use the secondary monitor."

Works only on my primary monitor (MacBook Pro 15"). I have a Dell 24" secondary 
monitor set up to the left my my primary monitor and I get a "not connected" 
error when I try to view from this monitor. My colleage has the same computer 
but has a Dell 22" secondary monitor set up on the right and his works fine on 
both the primary and secondary monitors.
