Add recipe for emacs-26.1 #111

I've created the recipe for 26.1. I've also created the travis image but I'm not sure how to PR a release. Should I send WeTransfer it to you? Or you build it yourself?

How should we proceed?

Thanks! Also, I didn't realize that, but update the emacs-26.1 recipe to fetch the tarball from gnu.org instead of using Git. See https://github.com/rejeep/evm/blob/master/recipes/emacs-25.3.rb for example

Merged, I haven't tried out the Travis recipe though, but the other works fine. Thanks for adding! 👍
