Add recipe for Emacs-26.3 #127

Issue #126.

recipes/emacs-26.3-travis.rb: New file.
recipes/emacs-26.3.rb: New file.
.travis.yml: List emacs-26.3 version.

This won't work when pointing to a release that doesn't exist yet. Normally we point it at some public location to verify the PR and then alter the the PR to merge and make a release. Or have you not built the tarball yourself?

Thank you for your comment; I wasn't aware of that particular point.

I have built the binary and have added it to this PR. I need to first fix the Travis build, and then this can be updated and merged.
