Require shortdoc.el for Emacs 28 only #114

Partially fixes #113 for Emacs 29+. As from upstream's 98c910, define-short-documentation-group doesn't need loading shortdoc.el anymore.

I’m currently experimenting on your PR to see if it is possible to fully close #113 with some modification, I’ll try to merge this into master soon-ish.

Right, I forgot this issue with the workflow. I’ll merge anyway, it’s already fixed in master. If an issue arises, I’ll ping you again.
