Fix the economy #109

Proposal: Business Overhaul.

* Early Game or T1 Businesses are hands on businesses  (Mining, Farming, Lumbering and Hell Fishing cause everyone for some reason loves Fishing) ( Altis Life or FiveM RP servers)

* Upgrade System Leads to Automation (Hire Citizens and Bring them to the Business) to increase workforce. Upgrade to Auto Deliver to Next Tier or Factory (Could have missions related to Stealing Supplies (GTAO) Saving Ambushed or Seized Vehicle) (This could be use a way for players to get more weapons and supplies)

* Towns with high stability will require High End Items while low stability will want food and basic resources.

* Mean that loot on dead bodies will either need to become not sellable or it stays at a fix price. (some of above solutions could fix this)
  Above Solution could fix some of these issues.

I've thought about this for a bit, and it's not a bad idea. Maybe the current drugs like marijuana and cocaine could be implemented like this. You start off producing them manually, like in Altis Life for example. Eventually you could automate this process to generate passive income.

Maybe I'll look into this more after I've initially fixed the economy system, because it is currently so exploitable that I don't see any reason to add cool new features like this until the economy is even remotely balanced.

I have very little modding skills but I am more then open to help. I have a small crew that loves overthrow and we are just trying to have something better to do.
