This PR contains numerous changes that add a more local feel to the four officially supported maps: Tanoa, Altis, Malden and Livonia.
New features:
Altis, Malden and Livonia civilians, gendarmerie and criminals now have local names, speak local languages and have local faces, instead of Tanoan ones.
On Altis: Greek names, Greek language and Greek faces
On Malden: French names, French English language and European faces
On Livonia: Polish names, Polish language and Livonian faces
Altis, Malden and Livonia now have local flags in flagpoles, as gun dealer icons and as resistance base markers.
Malden has a custom flag in Overthrow, there is now a custom flagpole with that flag.
Criminals now have differing clothes under their gang vest.
Livonian NATO forces now use woodland camo instead of tropic camo.
New woodland NATO recon units were created to complement the existing woodland NATO infantry.
Bugs fixed:
Livonian mission name was Overthrow.Tanoa.
Malden flag had wrong color in texture.
Malden flag had wrong aspect ratio.
Errors from undefined spawn house objects on Altis and Malden.
Recon teams had inconsistent sizes based on map.
Units for some NATO roles (such as team leaders) were inconsistently selected based on map.
Some NATO helicopters on Altis and Malden were tropic colored.
Some NATO cars on Tanoa and Livonia were sand colored.
Development-only changes:
Local identity generation has been moved into single function.

Local civilian clothes
Fix Livonian spawn house items
Local camo for NATO vehicle crews, especially static HMGs
