Figure out how to license and distribute data #3

We are out of quota on Git LFS. We should either apply for an educational use, change backends to GitLab or GCS, or just go to GCS.

Licensing done in #4.

I submitted a GitHub education request for my personal account. Once accepted, then I think I can request LFS Quota coupons for @related-sciences. This is has worked in the past for @greenelab and @hetio, so fingers crossed GitHub can apply it here:

Otherwise, will look into how to use GCS for the datasets. Or just track them regularly using Git, since they're almost all below the 100 MB GitHub limit.
