more settings for extended display component

this change enables to manage:

• IsDisplayRealDisplay

• IsDisplayOnDesktop

bools from the default.vrsettings config file. setting both of these to true is beneficial if:

• the user has issues with input devices not being picked up by the VR view.

• choppy framerate in vr view

also updated openvr_driver.h
