Fetching with the "CCDS" name instead of "CCTF" name for CCTR Resolutions

I've confirmed that identiers with CCTF body name fetch properly. However, as far as I understand, we also need to support CCDS body name. It just would be to make CCDS=CCTF.

We currently only have one CCTF entry:

@andrew2net, can we support:

"CCDS Resolution 1970-5" (this is Meeting 5 Resolution 5)
"CCDS Meeting 5"

As per BIPM, they say that CCDS is the previous name (in 1970 at that meeting), right now it has been changed to CCTF, but the title of the resolution should still retain the old name.
