Auto-fetching CCTF references #28

CCTF references cannot be auto-fetched.

Example:

bundle exec relaton fetch "CCTF Meeting 22"
(...)
[relaton] (CCTF Meeting 22) not found.

The following reference should have been fetched with the above example:

* [[[cctf,1]]], Consultative Committee for Time and Frequency (CCTF), 22nd meeting (session II -- online), Recommendation PSFS-2 available at https://www.bipm.org/en/committees/cc/cctf/22-_2-2021

There is only "CCTF Meeting 5" in the data source that we use to obtain documents.

Back them when we ran the import only that entry was available on the BIPM site.

We need to rerun the import procedure and possibly update the bipm-data-importer code to support all the newly uploaded meetings.
