The data must exist in relaton-data-bipm for it to show up in relaton fetch.

NOTE: @andrew2net perhaps there should be a "remote dataset" configuration setting to allow people to fork the data repository, and then ask relaton to fetch from it, e.g.

relaton fetch --remote-dataset "https://github.com/myusername/relaton-data-bipm" "CCTF Recommendation 2 (1970)"

@ronaldtse all these references work for me except CIPM Decision 2017-10. I didn't manage to find such a document in the bipm-data-outcomes dataset. FYI I've relesed relaton-bipm v1.14.4 which uses another local filename for new index.
