@ronaldtse the RelatonBipm::DataFetcher scans all folders in the https://github.com/metanorma/bipm-data-outcomes. We don't need to change the data fetcher if a new group is added. We only need to update list of prefixes if we need to be able fetching the new documents without BIPM prefix.

@andrew2net no, we don't need to parse the file, we want to move the contents of the file into Relaton YAML files by hand. Yes we need to supplement those files with the French titles by hand.
