Source data issue: "CCSDS 551.1-0-2 - Russian Translated" uses "0" (zero) not "O" (for orange book) #3

The identifier here indicates a publication translated from “551.1-O-2” (orange book hence O). But the identifier for the Russian translated version contains “0” (zero), not the character “O” for orange book.

Proposed action: "CCSDS 551.1-0-2 - Russian Translated” => "CCSDS 551.1-O-2 - Russian Translated"
