Source data issue: typo in “CCSDS 650.0-M-2 - French Traslated", untranslated title

This is a clear typo in the word “Translated”. There’s also an inconsistency with the title not being translated, despite the "CCSDS 551.1-0-2 - Russian Translated” version using a translated title.

Proposed action: “CCSDS 650.0-M-2 - French Traslated” => “CCSDS 650.0-M-2 - French Translated"

In the Silver Books section, the previous issue of this document contains the translated title:

Proposed action: use the translated title for the French translated document.
