Move static cache from relaton/relaton to relaton-iec

These files are now located at: https://github.com/relaton/relaton/tree/main/lib/relaton/static_cache/iso

We have to move them back into the correct flavor gem.

These files should be moved to relaton-iec:

iso_iec_dir_1_iec_sup.yml
iso_iec_dir_2_iec.yml
iso_iec_dir_iec_sup.yml

The other files should be moved to relaton-iso:

iso_iec_dir_1.yml
iso_iec_dir_1_iso_sup.yml
iso_iec_dir_2_iso.yml
iso_iec_dir_jtc_1_sup.yml
