@andrew2net please help review this -- I'm not sure if this meets the intent fully, as when we obtain bibliographic items from ISO, we have a language independent item but it must contain both the English and French because an English document points to the English instance and English title, where a French document points to the French instance and French title.

@ronaldtse I'm not sure if I get the intention correctly. The relaton-iso doesn't have any restriction to use language independed PubID.

Thank you @andrew2net , I was just concerned that Relaton-ISO requires both languages to be present. Let's merge this then!
