ID duplicate #168

There are 2 different docs with the same ID ISO/DIS 3170 https://www.iso.org/standard/88551.html https://www.iso.org/standard/80521.html

All the duplicated docs are 2 docs. One has substage 98 (Abandon) and another 99 (Proceed). We should use docs with substage 99 over docs with substage 98. Stage codes

It's revealed that some duplications have same substage. However all the duplications have different editions. So I'm going to change behavior to save documents with latest edition.
